Long road back...
Hi folks. Most of you know my running history... In short, 3 raced marathons, a handful of training runs at 26.2 or longer, all over the course of the last 3 years. Injuries and lack of motivation have kept me from a successful training cycle since Boston 2012.
I've just broken back into double-digit weeks after a month at 5-9mpw plus around 100mpw cycling.
So, my question... Better to build my long run first while keeping my "normal" runs at 3-5mi? Or get all my "normal" runs up to an hour (7-8mi) then start adding for the long run?

I vote for option 2. You're much more likely to suffer from an overuse injury by going too far too soon than if you build up to running an hour at a crack and then start adding in 10-12 milers once you've built some endurance/muscle memory back up.

+1, especially now is hot. Oh well, may not be true in where you live.
FWIW, I only do 16 for long run for now and will ramp up the weekend long to 20 in Sept.

I agree...you will want to start back slow and work your mileage up slowly. This way you can avoid the overuse injury. It may seem like it takes a long time, but it will take you longer if you get hurt.
